The idea certainly has some merit although it could lead to elitism and dullness.

Similar to how the best school districts force the parents to ante up a larger capital and/or annuity for allowing their kids to be part of the school system. Those suburbs seem the most boring...

marry for the right reasons? What if the guy only has only the local bagulho and long for a nice young lady from other countries? Would he have to take second mortgage to buy her citizenship?

Perhaps at that young age he can't afford to her. Not fair! Not only of passports live man!

I believe it costs 6000 dollars (US i presume) to get a permanent resident permit in Russia (through a private agent who handles the fees.) Dont ask me how it works, but i saw such firms advertise their services.
