The contrived risk pools are also a part of the insurance industry. As Tim has said many times, do you expect them to insure pre-existing conditions with a guaranteed loss?

In a nationalized system, I don't see any way to avoid worsening the negative effect.

All the other industrialized nations that have nationalized systems don't have that problem. Is there something unique about the US that would make exclusion more likely?
