Having been only in kindergarten at that time, I would have to take other people's word for it.

Like I said, though, that's Brooks' story, and it's safe to assume that he's sticking to it. But the way Herbert and his believers respond tells me a lot more about them than about the Reagan campaign at the time.

Like I said, there's nothing in the context of Reagan's "states rights" phrase that suggests a racist conspiracy. Herbert goes searching far and wide for varied tidbits, bolstered by his own reporting on the Atwater interview, in an attempt to make up for what Brooks shot down with clarity and simplicity.
