If that happened in my city that house would have a visit by the police. I remember I called a wrong number once and it turned out to be a 911 back up line or something, it was 7 digits. They answered 911, and when I told them I had the wrong number they were not please one bit. They thought I called 911, how could you get that wrong? I told them the 7 digit number and they said it was a back up line or something (the number I was calling was really close to the back up number - digits), but they were still not pleased I called, and asked me to be sure and dial the number right next time.
