"The part that's disturbing to me is that my organization or any government organization could be used to conceal" must be another liberal nyc gov employee. the first thing you ask him is how did someone charge money to your organization and you not know it? In all budgets and expense payments those responsible have commitments usually posted to a register and reconciled against the actual payment a month later. I expect his department is not reconciling any expenditures. call in the auditors! there may be dozens of people billing his department for personal expenses since we now know they never reconcile the approved bills against charged bills. they never investigate a charge placed against their department not signed off by a manager in their department or at least a copy of the charged reviewed by their department.
