Level playing field is the goal we should be shooting for. Racial quotas, playing historical racial guilt games, and encouraging racial greivances are not a way to get there.

You work with "many Nigerians and Africans"? Where do you work? The UN?

The international oil industry. Africa is one of the most open areas for US companies.

Are they citizens?

Some are. Some aren't. The ME, Russia, and many other countries have national oil companies which largely monopolize development of their reserves.

You get a level playing field by treating people fairly as individuals, not by treating them as members of groups and then giving different advantages and penalties to the different groups.
