Huh? In a negotiation the seller still controls the price.

If there's one jumbo buyer, how does the seller control? He has little leverage, let alone control. Sort of like the way textbook authors cave in the face of the State of Texas.

It's certainly possible if not probable that sellers would only get enough to keep them in business grinding out pills unless they had a really powerfully lobby, of course, which would add another cost or a bureaucracy that had gone native. Cost shifting from advertising to lobbying. Yep, that's helpful...
