Sunni kurdish relations can create a viable state of those two regions. That would lessen the importance of where kirkuk falls for example if kurds share oil revenues with the sunnis. Kurdish democracy may spread into sunniland. I rarely mention anything first, but i talked of the two state solution along time ago. They are all sunnis so why not.
If the shiaa care to join in fine, if not it still works. Which way would iran tilt on this? IF iran tilts negative on a real unity federal state, could iraqi shiaas overrule. Where is al sader and badr on all this?
