Agreed that NFPs can pay market rates. The key area that causes them to break down is lack of reporting responsibility. In a profit driven corporation even corrupt management has to fear that they will be discovered and that stockholders / owners will throw the bums out. Once an organization get sufficiently inbred there is no external responsibility. Just look at the World Bank for an example of an asylum run for the inmates by the inmates. The UN wants to increase the budget by another 25% and 75% of the budget goes for salaries of people who still have not addressed the problems that the Oil For Food Scandal exposed.

In at least some market areas healthcare prices at NFPs exceed the prices at profit driven competitors.
