Suppose a NZ citizenship is worth $2 million. Then every Kiwi could take out a huge mortgage at a low teaser rate to "get the value out of their citizenship". With many Kiwis partying 24/7, you could import millions of Bangladeshis and Filipinos on temporary visas to do the work.

But eventually a lot of Kiwis would fail to repay their citizenship mortgages and get foreclosed, meaning they have to trade citizenship with whomever held the note. It sounds like a devious plot to get rid of all your bludgers! ;>)
