Re: "All that is interesting, but what's to keep other countries(or better yet, private parties) from developing and taking advantage of these miracle properties of the common weed?"

Answer: International Treaties, International Law, and the actions of the US and allied governments. (Violate the rules and lose funding, be subjected to sanctions, etc.)

The US (& a large number of allied governments, etc.) also exert massive political pressure through a number of international organizations (the UN high among them) to stifle scientific and medical research in this area.

Although it sometimes is possible for private parties (pharmaceutical companies mostly) to maneuver past the governmentally mandated hurdles to conduct research in this area... there are a few simple facts to be aware of there as well.

One - the vast majority of basic scientific research is connected to government funding of some sort so... no funding often means no research is run. (Especially considering the government roadblocks that are in place to delay/deny research).

Two - as for for-profit pharmaceuticals companies conducting research... there is little likelihood of that happening in the absence of a patentable outcome. Natural plants, herbal preparations and such are NON-PATENTABLE. As such, most of the profit motivation for research is not there for Big Pharma. Add that to the significant time and expenses (literally decades and hundreds of millions) that most often would be required to fight the governments even for simple legal permissions to conduct research in this area... and it's easy to see why private research is frozen out.

This is by design.
