You tell the Tribal chiefs that things have changed and if they don't run these people off we will bomb them where ever we find them. And it's on their heads. Agree - this is the way warfare historically was conducted. Romans did not crucify thousands of prisoners after they would suppress a rebellion because they were brutal people. Maybe they were, but it was done for the political purpose of making sure that for the next few generations there would be peace and quiet and no new rebellions. We are still not taking the war seriously - more like a police action. We are not yet angry enough.
