Tuck,In the past few years it seems "we" picked biotechs with elevated prices and ended the year with them being bulletin board "pennies". Maybe you are on to something........pick "penny" stocks and they will zoom during the year.

I don't recall any rules other than them having an active trading symbol for tracking purpose. But you sure have our interest on which stock you are alluding to for your list.

Used to be a $1.00 price limit and not sure bb bios were allowed. But with so many bios under a buck these days, maybe that should be lowered so long as they pass the sniff test and are tradeable? I'll defer.

We've never had a rule against stocks less than a dollar. The criteria, posted by Michael Murphy, was "common sense." Here's a pertinent discussion (also about charity selection) from the 2003 Contest:
