They can move closer to work. They can take public transport. They can wear clothes instead of heating huge houses. They don't need it chilly inside in summer [turn off the air conditioners].

There was a lot of home insulation done in the US and Canada during the last crunch.. I wonder how many even knew what R value meant back before then...

These things all seem easy but public transport is limited by infrastructure.. A big problem here in Toronto at least.. Actually an incredibly huge problem.. Moving closer to work... is not easy for the same reason.. I wonder at people's mindsets at times.. We have a programmable thermostat I installed prior to getting AC. Saves a lot over the old analog model we had. Folks think we are nuts as the normal temp daytime is 68-69 F in our home and cooler at night, 63-64F. We rarely use the AC since ceiling fans and a cool basement usually are enough but there are times :O) The AC is set to 78F.

OTOH condo apartment prices are strong in Toronto and their sales have surpassed traditional single family units for the first time. This is surely part of the trend you are suggesting although it typically gets attributed to cost...

There is a lot of inertia to overcome.. but yes it will happen.
