I don't think so. He just second-guesses himself a lot. (His speech, I mean.) Probably because English is his second language. His native language is Texan. I've heard him speak Texan. He's real fluent in it.

I expect if our every utterance was dissected by the press we probably misspeak fairly often also. Hillary does more then her fair share, it just isn't reported like a GW misspeak.
