Its ok for a private corporation to do this with voluntary customers, something else for the government to do this

Sure, that's why I posted: "Make the program voluntary and it won't be a problem."

The thermostats don't have to be read. Just shut of the power to the A/C and water heaters on a rotating basis when power consumption approaches peak, all on a voluntary basis.
