Perhaps supporters of putting France's system in place here (or as much like that system as we can get, it isn't going to be "copy exactly" even if we try), think that imposing such a system will reduce these costs as well, for example forcing doctors to take lower salaries, somehow without causing any shortages or decline in the pool of people seeking to be doctors. If that's what they are thinking I don't see it happening.
