That's just piece of the equation.

There is advertising and profit involved in refining, distribution, and sales. Nationalizing them would eliminated that part of the cost just as nationalizing health insurance would eliminate that part of the cost of health care. They seem parallel to me.

Most countries pass the cost on to consumers. They don't make it available to their citizens at below world market prices

If by most you mean "a majority" or "over 50%" perhaps you are correct, I'm not sure.

But its definitely not an overwhelming majority. Many oil exporters (and more than a few oil importers) subsidize the cost of one or more refined oil products (most often gasoline or heating oil).
