I think it's much easier to prove ignorance than stupidity.

If you take a look at Bush quotes- when he's talking for himself- it's hard to make the claim that the man is well educated, at least in the sense of being well rounded, and knowing about the world, and knowing how to speak English. I guess it's possible he has some learning disability that makes it impossible for him to communicate his learnedness, but that disability probably should have disqualified him from the presidency:
