Yes what the deficits are incurred for is a consideration.

Not that deficits for a major war cause less damage than other types of deficits, but they have A LOT more justification, and also will occur less often (minor wars are much more frequent, and transfer payments are continual, while major wars are relatively rare).

To make it clear I'm not arguing for deficits. I just don't consider moderate deficits to be so horrible that they should be closed at any cost (with tax increases being the typically proposed cost)

"a war that threatens the existence of a nation would be worth some deficit spending, even if it drags on for a long time."

Historically there have been sacrifices asked of the populous and granted by them to fund previous wars. In addition the people have generally rallied to buy war bonds to help fund the war. In the current environment it appears that many American leftists would undermine efforts to fund the War o Terror.

"deficit spending for infrastructure, which will return an economic gain could be worth borrowing for, even over a very long term, so long as the return exceeds the expense."

You mean things like the bridge to nowhere? The big dig? I don't see much of that which I would categorize as essential or even highly important. Mostly there is a mass rush by Congress to award government largess on favored companies that buy the largess through relatively small campaign contributions.

"we're talking about borrowing for investment versus expense."

Government spending is out of control.
