I drive from San Diego down through Baja to the mainland side/coast of the Sea of Cortez a couple times a year -- been doing that since '87... the route I take crosses the "Colorado River" in Baja several times and where I end up (El Golfo De Santa Clara) is just SE of where the Colorado meets the Sea of Cortez...

I have never seen water in the Colorado river bed in Mexico... Not only does it not reach the Sea of Cortez any more, it does not make it very far south into Mexico before it becomes a dry arroyo that only has water when it rains locally on the Mexican side of the border.

Maybe this year will be different, but some how I doubt it.
