Massachusetts has two rates: the official rate of 5.3% which won by referendum, and a voluntary rate of 5.85% for all the people who thought that the lower rate wasn't high enough.

Of 2,104,326 Massachusetts state returns filed by April 15, exactly 624 taxpayers had opted to pay at the higher rate, a very small number indeed, considering that in the statewide referendum, 1,055,181 good liberals voted for the higher rate.

I watched it and laughed at that line, but then thought to myself that line was emblematic of his inability to grasp the simple fact that we can't keep pushing for tax cuts unless they are paid for through spending decreases. Bush's policies are feel good economic policies that are bad for this country.

He will go down in the history books as the most fiscally irresponsible President we've ever had.
