Bill Clinton resided over a surplus which was created well before his time.

Fiscal and other monetary policies create results years later.
Pretty basic stuff indeed.

With the additional spending they are proposing, they will make Bush's $3.1 trillion budget look tiny.

By the way, I don't consider raising taxes to pay for new spending "fiscal conservatism."
