We have to keep in mind why samples are distributed to doctors in the first place. It's not charity to the poor but a way to win more paying customers.

I'm a lot closer to rich than poor but my GP is also a gerontologist so I see people in her waiting room that could well be quite poor. I assume she distributes pills to them for the same reason she does to me. In addition, she may help them out financially, as well.
