You have already posted how those conversations can be monitored though; Executive branch's power [and duty] to protect the country.

It has to be a good to be an export .

You can import or export services as well.

Of course not all communications would be considered trade in services either.

And thats in straight normal English definitions, or economics terms. As a legal matter, export control laws explicitly cover communications, even if not paid for.
