Ignoring the pejorative qualifier "fairly", yes.

"but it gets the revenue to make the purchases in a command economy. It doesn't sell its services to the highest bidder, it takes the revenue through taxation."

Even if this is true, what of it? Just because the money comes from taxation it doesn't make the whole system a command economy.
