You are talking about different kinds of "help." You help someone near you who is having a medical incident. You remove him from immediate danger and you call 911, at the minimum. Decent people do that.

Providing him with a cholesterol test is something else again. Passersby don't do that. Nor do passersby create affirmative rights to medical care.

The issue was about my response to J_F_Shepard collapsing as I walk past. He implied that the fact that I don't think there is, or properly can be a natural right to health care would mean I wouldn't do anything to help him. My point was that the two ideas where not connected and in fact I would be very likely to help him. I would hope that my mood at the time wouldn't change this propensity to help in any significant way. Obviously my ability to help would effect what I do.

If you want to talk about a system, change the topic to systems with some clear specific question or statement. But that wasn't the topic under discussion.
