Well it depends. If you set the price limits high enough than they don't have much effect. But if you set a national limit on gasoline prices of say $2/gallon than we would have shortages and probably gas lines.

Doubt it. Probably 98%+ of gasoline usage is non-discretionary. But it's an academic argument, who cares.
