No, apparently the FBI got involved when the the IRS noted some suspicious bank transactions that involved some shell companies. They originally thought it had to do with bribery.

The transporting across state lines has to do with forced prostitution. Which isn't the case here.

So what appears the have happened is that Spitzer tried to conceal he was hiring a prostitute and that called attention to what he was doing.
