In Dusko Popov's biography, he was sent by British Intelligence to warn the USA of a Japanese attack similar to one the Germans used in France. He took the actress, Simone Simone with him from NYC to Washington, D.C., and J. Edgar Hoover arrested him under The Mann Act. It was in 1941, but the law has not been changed since then.
