J Edgar Hoover, wasn't exactly known for consistent restraint.

He was arrested, but I'm guessing he was never convicted. Still the arrest itself is a big hassel to say the least. And I looked her up, she wasn't a minor at the time, she would have been 30 or 31. It seems to me like Hoover must have had some sort of beef with Popov.

Looking up Popov I see that he was apparently sent by German intelligence not British Intel. But he was a double agent, he was working for the British and only fed the Germans information he was approved to send. It possible that Hoover knew about the German intel connection but not the British connection, and so was trying to detain or harass a suspected German spy. More likely he had some beef either with Popov personally, or with MI5 (who Popov was really working for). Either of the later two and the arrest would be something of an abuse of power by Hoover, but its not like I think you would be shocked to here that Hoover may have abused his power...
