To bomb Iran in the last year of a failed presidency would be foolish.

Better for the forces that benefit from military expenditures to wait until a more politically expedient time.

I heard one of the network news Pentagon reporters say the other day that he was hearing how bombing Iran was off the table because we clearly lacked the forces to follow up if necessary, something to that effect.
