Why would it be non-discriminatory for Qualcomm to take this stance?:

Nokia can obtain license to all our patents for 5% bundled, or 150% cumulatively if all bought separately. So can Samsung, LG and anybody else.

yes, "volume discounts" are "reasonable".

They are not, however, non-discriminatory.

Maybe Qualcomm should pull out 100 lesser, but essential, patents and say they are worth 0.5% each. Then tell Nokia, go ahead and contest all of these patents and run up some huge legal fees without ever getting to the highly valued patents.

And having a higher price for the individual components is very defendable. You can buy a car for $20k, but if you try to buy all of the parts and build it yourself, it might cost you $100K.
