Stupidity really shouldn't be a crime, even if we use lying to criminalize it, or we'll have to lock up much more of the US than we already do. I can see why you think we need perjury, but imo it's better to prosecute people for things they actually did (and you have better ways of getting to that than through actual testimony in court, imo), than for words.

If something has gone wrong change the system, or the project- I think all the emphasis on hearings, in most cases, is just sound and fury signifying nothing. If there is a problem, fix the problem- don't have hearings and catch people for lying. I mean it's rare that we don't know what the problem is, you know?

If our problems as a country stemmed from not enough people being convicted of crimes, I'd try to agree- but I think we've got the opposite problem.
