To me the largest return on investment is in human capitol in the training by experience of doing real acts. It is an intangible value that pays back for decades in who can imagine how many wonderful ways. I have seen first hand so many aspects of all that goes into military training. I suspect most do not have a clue. It's not just those on the tip of the spear, it is all those who support the tip. If one can think of it, I expect there is a military course covering it. It may be at a school or taken online.
