If rhe report states what I see as clear and compelling evidence that it was reasonable for saddam's bluff to be not discounted as an imaginary threat, then saddam was a real threat.

In addition saddam did not really control vast areas of Iraq and was hostile to US incursions for the UN cease fire verification and thus any for seeking terrorists using Iraq for training and planning terrorist attacks.

You choose to discount the above and go on and on, no threat, no threat.
