The incentive is they are going broke trying to keep $4.00 gallon fuel in their tanks. Of course, they'll ultimately need to raise freight costs

Taft-Hartley does not do that. It calls for a cooling off period while union workers go back to work, and with a federal mediator see if they can reach a deal. It can be invoked in the national interest.

Union workers striking precede the cooling-off period.
