Just from the estimates in the article, the plants expect to power 500,000 homes. The cost to build the plants is $3 billion. The article indicated that it would take 1,000 people to operate the plants (which seems like a lot). At $100k per person/year, that is $100million. I'll call it $200million in operating costs per year to cover materials, etc. Over the first ten years, these half million homes will need to cover a total bill of $5billion. Or roughly $10,000. Or $1,000/year. Or $80/month. Over a 30 year life, its even more attractive. Total costs $9billion. Or $300million a year. Which is $600 per house or $50 per month. Of course, there is no assumption in here about the time value of money, etc.
