Today most technology is standards based. You do research you duplicate work and you lose money. Let me explain: There's consolidation in the mobile sector because they discovered they were throwing money to the wind doing duplicated work.

It worked like that: A Forum would agree on a standard on how the concept should be developed. Then industry would go to the labs and develop their products.

They discovered the following outcome:
five competitors spend a lot of money to come out with standardized products. Their customers put one to fight against another and thrown the prices on the floor.
No one would make money.
They decide to consolidate. Alcatel/Lucent. Nokia/Siemens. Huawei and ZTE in Chine do not combine because engineers are cheap, they have huge internal market and they want to kill Alcatel/Lucent. Nokia/Siemens and divide the world among themselves.

Thus China is doing the right thing: Just making the stuff.
