FEMA could have gotten in if they wanted to. Gibson's story illustrates a problem. He wasn't licensed to drive a bus and ran into some trouble because of it. Which, apparently requires 3 separate licenses in Louisiana. Unlike Texas. where at least when I held one, a chauffeurs' is all that is needed. And anyone who drives anything bigger than a pickup and smaller than a tractor trailer holds that. I would guess that the only ones who hold the necessary licenses in Louisiana are bus drivers. So it is likely that he really didn't have drivers for the buses. In retrospect, anybody would have been enough. But I can see the city lawyer going into convulsions at the idea of just handing keys out. I've been to N'Awlins many times.
