Who is insuring the deposits of lenders to institutions that make mortgage loans now? No one? Then mortgage loans would have dried up.

It appears that the FDIC was insuring such lenders as late as mid-2007 and quite possibly still is.

It appears FDIC was more strict than many lenders which night account for the difference in foreclosure rates.
