Easy. After 9/11, there were hundreds of thousands of terrorists with suicide belts making their way slowly across the ocean on wooden rafts. They were almost to the U.S. in March 2003 when Bush began bombing Baghdad. Osama bin Laden then put up a beacon over the Atlantic saying that Saddam needed help. Having spotted the beacon, the terrorists turned their rafts around and went to Iraq. They've been fighting us there since.

Phew! That was a close one... thank God George W. Bush is our President, and that he had so much experience with Mexicans crossing the border on rafts as Governor of Texas.
