They may have to be nabbed in a foreign country, like Pinochet of Chile was arrested in Spain and deported to London, where he was allowed to skate after greasing some palms.

" Do they get immunity for their behavior after they are out of office? I hope not." Not officially unless Bush does a lot of blanket pardons as his last act. Now unofficially, that is different. I don't think any president wants to start his term by hunting down those who preceded him or her. You might argue that this time is different, but it would be a tough sell.
