Not a bad plan, as far as it goes. I don't see how it would reduce costs, however.

It wouldn't. It would surely add to costs. But it would be universal, which is what so many are so shrill about. It wouldn't disrupt those voters currently in their comfort zone. And it could buy time and space to look into cost factors without the universal hammer hanging overhead.

Personally, I would prefer any reform to focus first on cost savings to see how much of the problem we can solve that way, then see what we have left to do to enable greater participation.
