I think it has more to do with the notion that Nature ( or God if you will) cannot be parochial enough to target blacks & homosexuals - therefore it's easier for the pastors and the congregations to believe it's more likely to have come out of a biological weapons lab

There are many Americans who do want to kill black people, and I have read that Americans gave Native Americans blankets infected with smallpox.
