I think you are over simplifying based on the title of the office.

Rather than focus on the President, the proper focus is the Executive. The President is the head of the Executive. That includes such departments as Defense, Justice, State.

I disagree also with your statement that the "real power" rests with Congress. Congress holds the power of the purse. Now, maybe by some interpretations that is "real" power, but I disagree.

The beauty of our system of government is that the three branches - executive, legislative and judicial, balance each other. If Congress doesn't like what the executive does, it can de-fund programs or it can pass laws. Those laws, however, are subject to review on constitutional grounds by the judicial branch.

As Alan stated the three branches of government were designed to balance each other, but without a doubt, the Executive and Judicial have become more powerful in modern times.
