He wasn't a deficit hawk. He got lucky on the economy and had the good sense to ride that puppy.

I gather you've forgotten 1993, the big battles over the Clinton budget, the story that Robert Rubin persuaded him to fight the deficit rather than build up the infrastructure, that no Republican voted for a tax increase package they claimed would ruin the economy. And then, lo and behold.

If ever a president deserved credit for lowering deficits, even to being called a "deficit hawk," it was the former governor of Arkansas.
