Even if the US had been a big supplier to Iraq, that wouldn't mean Reagan encouraged the war. The war was begun by Saddam for his own imperialistic purposes.

We did supply some aid to both sides during the long war, but that was pretty insignificant. We were behind Denmark and Libya:
