What makes me think that he wasn't trying hard? The fact that he didn't really push for it, very hard or very long, and that when it seemed to not be gaining traction he just gave up on the idea.

That was just the first salvo. What makes you think it was the last?

We where talking about what Bush has done or will do. Do you really think Bush, at this point of his lame duck administration, with congress controlled by the other party, is going to try a major new controversial domestic initiative?

SS is the big target for rightwing tax and stealers like Bush

"Stealers" is nonsense. Its government benefits going to people. If you reconfigure those benefits, its still a government benefit. The only part that could arguably be called stealing is the tax, but I doubt you want to get rid of that.

it works

It sort of worked when there were many workers paying in for each person taking out (and even then it to an extent discouraged work among older people, so it was far from a perfect solution). The idea doesn't work so well as you get a worse and worse ration of retirees to workers.
