Actually, there have been proposals for such a conversion - maybe not exactly what I described as I was working from memory, but the same principle. In fact, other countries have actually done it. If I hadn't already wasted today on this and other forms of procrastination, I'd look for the details and post them. Maybe later. Anyway, the reason such a complete conversion has never seen the light of day in Washington is that too many pols like the system the way it is and refuse to consider anything but marginal tweaks to push out the day of reckoning. That and there are too many political points to be scored by scaring the hell out of retirees by telling them the reformers want to take something away from them. Or subject them to risks they don't want to take. Or use their money to enrich their greedy Wall Street friends. But at the end of the day, they just want to keep those voters dependent on them for their retirement income and in the meantime, have use of the money from their contributions.
